About me
Cathy Holmes is a partner in the Student Services and Disabilities Practice Group of Atkinson, Andelson, Loya, Ruud and Romo (AALRR). She was raised and mentored by public school educators but in a moment of young rebellion, decided to pursue law school instead of teaching. Unable to deny her roots, she focused her studies and experience on issues affecting educational institutions. She has represented California public school districts, county offices of education and special education local plan areas (SELPAs) in special education, student issues, and general counsel matters for just shy of thirty years. She takes great pride in working alongside educators to solve complex problems and create processes designed for student success.
